The political economy of mandated spending
Article Abstract:
The choice between direct government spending and government mandated private expenditure is studied in relation to facets of public choice, to examine the situation in which the government will probably insist on private sector bodies spending their after-tax resources to satisfy some politically defined aim and the relevance of this decision on the imposition of constitutional fiscal restrictions. Government intervention can become possible only if some constituency supports it. A balanced budget amendment may affect public sector size only marginally.
