Article Abstract:
Critics of democracy promotion believe that the rule of law and a well-functioning state should be effected before democratization of a society, in what can be called democratic sequencing. However, sequentialism and its recommendations are not feasible, as it is skeptical about democracy's values and chances and hence defers democracy indefinitely.
