To test or not to test
Article Abstract:
Pres Clinton needs to adhere to Congress' decision to end US nuclear testing by Sept 1996, and formulate a comprehensive test ban (CTB) to maintain US credibility with the signatories of the Non-Proliferation Treaty (NPT). The US Defense and Energy departments wish to continue testing with yields up to one kiloton to TNT after Sept 1996. Permitting such testing after the imposition of the ban and the continual testing till 1996 has implications on the nuclear policies of France, Russia, UK, China and India.

Give diplomacy a chance
Article Abstract:
The US should first exhaust all diplomatic courses of actions prior to making any drastic moves against Iraq. US Pres Bill Clinton's move to support UN Secretary-General Kofi Annan's efforts to get Iraq's commitment to allow UNSCOM inspectors to inspect eight large 'presidential sites' is commendable. Annan's initiatives have spared the US from commencing attacks agains Iraq and its resulting repercussions on major US policy objectives.
