Article Abstract:
An ominous cloud hangs over the meeting of NATO heads of state and government in Riga which faces some challenging choices of selecting new partner countries for NATO membership, possible failure of Afghan campaign, and the organizations' uneven distribution of cost and expenses. The problem of insufficient commitments by individual NATO members does not just apply to Afghanistan, but to the improvement of the military capability of the Atlantic alliance as a whole and if NATO is unsuccessful in changing the mentality of its members, the risk would extend to the entire aim of stabilizing Afghanistan.

The German Bundeswehr in out-of-area operations: to engage or not engage?
Article Abstract:
The reunification of Germany and the collapse of bipolar, Cold War structure have raised the debate about Germany's foreign military operations. The legal aspect of the debate involves Germany's constitution, and its chartered obligations as a UN member. A government coalition, led by Helmut Kohl's Christian Democrat Party, has been deploying the military to non-combat roles in a piecemeal fashion. The opposition Social Democrat Party has contested such moves in Germany's Constitutional Court, but has not received a favorable ruling. Clarification of Germany's Basic Law might end the confusion.

Rudderless in Riga
Article Abstract:
The deepening problems in Afghanistan must have made NATO national leaders regret fixing a summit date for the end of November 2006 in Riga, Latvia. NATO difficulties over the Afghanistan mission has left the organization with little time to focus on Riga agenda and most member governments would be content if they could limit formal discussions to areas of consolidation rather than bold new initiatives.
