Article Abstract:
The High-Level Panel on Threats, Challenges and Changes suggests that despite having spent substantial sums on aid and peacekeeping the UN could neither improve conditions on the ground, nor build support for peaceful transition due to an institutional gap in the UN. It is suggested that the organization should focus on taking country out of conflict, or preventing one in the first place, and assisting nations along the road to development.
