Ethics in community mental health care: justice for all?
Article Abstract:
The welfare law that limits disbursement of Supplemental Security Income benefits only to citizens and specific non-citizens may adversely affect legal immigrants permanently residing in the US who do not qualify for any of the non-citizen categories. This is very unfortunate because their circumstances should not remove their entitlement to the same benefits. Moreover, it should be stressed that most of these people are either elderly or debilitated by physical and mental illnesses.

Assessing decision-making capacity: a slippery business
