Article Abstract:
The European Economic Community (EEC) is addressing the copyright issues raised by electronic communications. A Sep 1995 conference in Manchester, England, considered intellectual property rights and copyright issues. The European Commission (EC) will soon begin deliberations on the subject. Europe's traditional focus is on the rights of the creator, not the owner of the copyright, which may be a publisher. The 'moral' rights of the creator cannot be signed away and protect authors against alterations to their work that can distort their work or injure their reputations. Publisher's rights are considered 'neighboring rights'. Media corporations are increasingly powerful and able to dictate terms to authors, demanding they sell their author's rights as part of a publishing contract. An EC lawyer recommends the addition of copyright-identification information to all documents in all media and the prohibition of their removal. An indelible tattoo will be added to every work and permanently identify it with its author.

Article Abstract:
Germany's OneVision GmbH's OneVision 3.0 integrated software runs on NextStep operating systems. The program's work environment offers a range of basic services and tools that include multiple pasteboards and shared color-handling tools. The work environment houses about one dozen applications that can be individually licensed. Its main modules support vector graphics, bitmap graphics, and the creation and editing of text modules. The EPScript module is innovative in that it can open any PostScript document, rasterize it and alter it pixel-by-pixel. This integrated product far surpasses any program available in the US. It costs nearly $12,000 for the complete tool set and the requisite NextStep operating system. It also requires a 1GB hard drive, a recommended 64MB of RAM and as much MHz of clock speed as possible. OneVision will be available in the US in Mar 1996.

The European electronic publishing market is not buzzing with excitement like the electronic publishing market is in the US, but that speaks to social and cultural values more than anything else. In Europe, workers are expected to keep a profession their entire life, and expertise is a valued commodity. Desktop publishing in Europe, then, is targeted at those that know what their trade is, and not neophytes who are just learning the trade. Seasoned professionals tend to favor high-end products that meet their needs today, rather than go after lower-end tools and wait for their feature set to reach an acceptable level. Because of this market dynamic, much of Europe's desktop publishing software comes from publishers and trades shops.
