With the proposing legislation of federal and California state governments on tax codes, financing for affordable housing has been drastically affected. But on the other side we find that developers and public entities are focusing their attention on the preservation of affordable housing units.

An analysis of the recent federal letter furnishing the manner in which the risk-based capital is to be interpreted is presented. The letter was issued in response to queries by a bank related to synthetic securitizations using credit derivatives.
