The case of Shimizu (UK) Ltd v Westminster City Council has created considerable confusion about the difference between demolition and alteration of listed buildings. It now appears that property developers do not need to seek permission for some works to listed buildings, and legislation covering listed buildings has therefore been considerably weakened. Most importantly, local authorities cannot control partial demolition which does not have an impact on the building's character.
