The Housing and Urban Development's proposed overhaul of the Real Estate Settlement Procedures Act will provide incentives for providers to offer packages of services, such as pest inspection, title insurance and title search, to home buyers. However, this will deliver most of the business to a few major lenders, making it difficult for brokers and small lenders who would effectively be driven out of the settlement business. HUD has received many negative comments about this proposal.
