Bringing the rail system into line

The privatisation of the UK's railways will be completed in March 1997. Over 100 separate companies will then operate what has been a single nationalised network for 48 years. The privatisation process began in 1993 when Railtrack, which has the franchise for the rail infrastructure, was sold. Franchises for passenger operations went to 25 different companies, but freight services mainly went to one consortium. The government's hopes that privatisation would lead to greater investment have not come to fruition; passenger services are facing a variety of problems. However, freight services are being developed and freight traffic is increasing.

Not so good a deal for wheels
Article Abstract:
A study looking into the attitudes of 286 property companies concerning the UK Labour government's transport policy found 63% felt improvements to intercity rail routes would help reduce car use. Some 45% of respondents called for more radical ideas in the new transport policy. Some 66% of property firms felt the policy would increase business rents and 63% agreed the cost of building construction would rise. Some 48% of the participants felt car parking taxes would be paid by the employee. An integrated and subsidised transport policy was felt necessary by 90% of property firms.

Article Abstract:
The UK government should rethink its policy toward rail transportation. The private sector is reluctant to shoulder the burden of investment in railroads. Capital costs are high and stalemates can arise as has occured with the Midland Metro project in Birmingham, England. Rail transportation is needed for cities to function efficiently. The public sector should help fund railroad projects. There is a need for increased investment in UK railroads.
