'Site Selection' magazine chose the top 10 development groups for 1998 based on the key roles the groups played in influencing the location decisions of corporations such as Chase Manhattan, GE Capital Information Technology Solutions, Level 3 Communications and MCI WorldCom. Other criteria the magazine considered were new corporate capital investment, new jobs generated, per-capita jobs and per-capita capital investment.
