DETR calls in Gateshead plan
Article Abstract:
The metropolitan borough council in Gateshead, England, approved Capital Shopping Centres' planned 35,302 sq mt extension of the MetroCentre in the town in Nov 1997. However, the plan has now been called in by the Dept of the Environment, Transport and the Regions, and this could mean a delay of up to two years. Some observers believe that the government is increasingly calling in schemes which would previously have been left to the discretion of local authorities. The planned extension includes 27 shops and a 16,722 sq mt Debenhams store.

Change of heart

It is possible that the sale by Hermes of the 29,264 sq mt Grosvenor Centre in Northampton, England, to Legal & General for 83 million pounds sterling will be a driving force for the redevelopment of the centre, which opened in the mid-1970s and is now seen as old-fashioned. Helical Retail and the borough council have been discussing adding 30,657 sq mt to the centre, but Legal & General is able to oppose any proposals. Northampton's appeal is also set to be boosted by the planned 50 million pounds sterling Rapid Transport Link.

The UK DOE aims to regenerate town centres through mixed uses, and should therefore approve plans to add a 41,805 sq mt extension to the Merry Hill shopping centre in Dudley, England, according Chelsfield, the owner of the scheme. Many observers regard the public inquiry into the extension as extremely significant, as it tests the government's approach to large regional centres. At present, planning authorities are uncertain about how to deal with plans for the extension of large regional shopping centres.
