Foreign money continues to flow into UK property, with overseas investors investing 1.78 billion pounds sterling in commercial buildings and projects. However, 780 million pounds sterling went into the purchase of Canary Wharf. Overseas investors are moving into development due to a shortage of quality property, with Germany investing the most into the UK over the past four years.

It measures to what extent a scheme's liabilities are covered by its assets. There were concerns that the new legislation would include property on a forced sale basis and there is a worry that the yardstick will discriminate against it.
