Speculative development is gaining in popularity with funding readily available for the right site. Industry experts suggest that developers are not fully convinced that the letting market is stable and are therefore reluctant to start building, without a client. A few developments have gone ahead in the North West and North East of England whilst in the Midlands demand for speculative developments is small. The South East remains a popular area for construction projects although the shortage of land has stopped the progression of some work, despite the availability of funding.

First hurdle

Leisure developments appear to offer a solution for UK rural areas which are failing to be profitable for agriculture, but which face planning restrictions on development. Leisure developments may gain planning approval because they retain the open feel of a rural area, but they may also fail to receive permission due to traffic considerations. One development under negotiation is a racecourse for Thurrock, Essex. Arena Leisure are the developers for what would be the UK's first new racecourse for over 25 years.

Up against a brick wall
Article Abstract:
The UK Department of the Environment (DoE) has called in plans for a major leisure development in Oxford's city centre. Pentith Developments, with funding from Royal London, had been working with the local council, which owns part of the land. Both Pentith and local planners were surprised at the call-in letter from the DoE, in which its stated concerns included the visual impact of the scheme. The planning enquiry is scheduled for September, 1997.
