Office refurbishment is expected to become increasingly popular due to the lack of funds available for new office buildings. The new PPG 13 planning guidelines could also encourage refurbishment rather than newbuild, with the authorities expected to demand less density and car parking space for new buildings than for refurbished ones. The property market in some towns such as Croydon, England, will only support refurbishment rather than newbuild due to oversupply.

This has led to a 15% increase in employment in the last decade. New business districts are being established at South Gyle and Edinburgh's Exchange district.
