Southampton is located in Hampshire, England, and should benefit from a road building program involving the M3 motorway. There is a lack of quality office space in the city though there is an excess of poor quality space built during the 1970s and 1960s. There are developments outside the city such as the Solent Business Park. There is concern that a shortage could arise and that the local government could create problems with restrictions on the use of cars, unless there is investment in public transport.

CEL claims that it has acted in accordance with the law in every respect, and is now trying to make arrangements for ongoing business. Its directors could face penalties from the RICS' professional conduct committee if it is found that they acted improperly.
