There are significant problems associated with finding new development opportunities in Chester, England, which has listed buildings, conservation areas and fragmented ownership and is very close to Wales. Retail and office activity is concentrated in the city centre, while much of the expansion in commercial business space has been at the Sealand Basin and Chester Business Park. The retail and office property markets in Chester have performed strongly, with the out-of-town market being dominated by Chester Business Park.

New investment is giving a welcome boost to the property market in Crewe, England. Liberty Pochin and AXA Sun Life plan to refurbish and extend Premier Beverages' 30,193 sq mt tea bag filling and coffee powder canning plant and distribution warehouse on Weston Road, while moves are underway to transform the town's railway station into a key European passenger terminal. Kingspark is constructing a bulk mail distribution centre for Royal Mail, and also plans a large leisure development on former railway land.
