Local authorities may find indoor and outdoor markets are an added attraction for visitors to the town centre. There has been a reduction in the number of trading markets from 1,600, in 1994 to 1,200, in 1998. A variety of factors has caused the decline, such as increasing competition from other shopping outlets, new hygiene regulations and the decline in the retail industry, between 1992-1996. Traders often have yearly licences to trade. Market sites of over 100 stalls must be actively managed by a superintendent.

Mediation of planning appeals
Article Abstract:
There has been considerable debate recently in the UK about the possibility of using mediation as an element of the planning appeal system. Mediation is already in place in New South Wales, Australia, for example, with participants generally expressing satisfaction about the outcome. In the UK, it may be possible to offer mediation as an alternative appeal method to the present choices of informal hearing, written representation and public inquiry.
