Staff evaluation of economic development opportunities in North Rhine-Westphalia
Article Abstract:
The North Rhine-Westphalia industrial center in Germany offers attractive business opportunities due to its political stability and favorable economic laws. Foreign investors and local companies are treated equally. Although Germany has been known for high taxes, the 36% corporate tax on distributed profits is lower than Japan, Denmark and other industrialized countries. German tax policy also provides for substantial depreciation allowances, hidden reserves and nontaxable accruals which may be used to decrease taxable profit. Aside from generous infrastructure allocations, Germany also has the lowest rate of inflation among EC countries.

The stand of US presidential candidates George Bush and Bill Clinton on business issues were solicited. These include health care, capital gains tax, education, trade policy, job growth, environmental protection, urban areas and infrastructure. The candidates share common views on the issues except for the health and education. Clinton is for mandated health-care benefits for all employees and Bush is not. Bush's education reform program America 2000 calls for educational vouchers for all middle- and low-income families, which Clinton opposes.
