Demand for leisure sites in the West End, London, England, remains buoyant, with rents achieving 200,000 pounds sterling per year. Some observers have criticized Westminster Council's plans to limit leisure development in the West End, suggesting they are failing to recognize the needs of the many millions of people which visit the area. Others point out stopping development in one area will put pressure on other areas. The Westminster Council are considering controlling the number of A3 licenses because people living in the area are opposed to the noise made by leisure outlets.

The UK government's Urban Task Force was launched by its chairman Lord Rogers in July 1998. The task force's main aim is to regenerate urban sites and to increase the use of brownfield sites for new home construction. Rogers has set up three working groups within the organisation to focus on the core areas of planning, finance and design.
