Article Abstract:
Local authorities should ensure they include time conditions when granting temporary planning permission. A case heard in the British courts found temporary planning permission would become permanent without a time condition. A company had applied for permanent planning permission, in 1997, to use buildings located near Weston-super-Mare as an exhibition space and for sales and leisure pursuits. It had been using the buildings since 1994. The local authorities disputed the company's right to use the buildings permanently suggesting permission had only been granted for seven years.

Issues concerning the legislative framework issues by the Secretary of State in the United Kingdom regarding the boundaries of dour emissions by occupiers of industrial property are discussed. Particular attention is given to the problem of animal waste.
