The Midwestern states offers an interesting study on the potential of states to generate the much needed economic reforms to launch their economic development. The Midwestern states have transformed their agricultural economies slowly to diversify into manufacturing and services. Illinois is molding itself to be a powerhouse in the electronics industry, while Indiana is capitalizing on its strength in the heavy industries. Iowa, Michigan, Minnesota, Missouri, Ohio and Wisconsin are concentrating on diversifying their economies, leveraging their pro-business legislation to attract relocations.

Canada is exploiting its position as one of the top international business climates by exerting more efforts to further improve its business environment. Alberta, for example, has paid off its net debt nearly one year sooner than expected while British Columbia plans to allocate about $20 million annually to a new initiative to bolster the development of its high-technology industry. Manitoba will grant a series of tax cuts to citizens and small businesses while Ontario will grant a 20% reduction in personal income tax rates.
