The age of consents
Article Abstract:
A case heard in the Scottish courts found the validity of a planning consent could not be decided upon whether the intention to develop was present but on the fact the developers had started the work when they claimed. The decision may have implications for the law in England. Planning consents include a requirement work is started within five years of the planning consent being issued. Some planning consents were given in the 1960s and are still valid if the work was begun within five years. There is concern over the suitability of the old consents which may not fit in with local plans.

Article Abstract:
The establishment of a Scottish parliament has led to high expectations from the Scottish people. There is a strong possibility of changes being made to land reform legislation, such as the suspension of the present system of feudal land tenure. The Scottish parliament may introduce changes to the laws regarding the length of time borrowers are allowed to work out problems with their mortgages. Some observers suggest any new planning laws in Scotland will be influenced by the Liberal Democratic Party who will want environmentally friendly policies. The election was in May 1999.
