The cost of going green
Article Abstract:
The UK government is placing strong emphasis on the development of energy-efficient offices as part of its plans to reduce carbon dioxide emissions from buildings. However, low-energy offices cannot be made to appeal to potential occupiers on the basis of cost savings, as service and maintenance costs account for only 3% of occupier costs across a building's lifetime. Measures to improve energy-efficiency are only appropriate if they comply fully with what occupiers actually want.

There is a shortage of high-specification office accommodation in the city, and it is likely that rents will rise at the high-quality end of the market. However, rents are still sufficiently low for property developers to be unwilling to go ahead with schemes without some form of financial assistance.
