The U.S. and Mobutu Sese Seko: waiting on disaster
Article Abstract:
US foreign policy on Africa in general and Zaire in particular needs to evolve into one of active support rather than the ambivalence which characterized the US-Africa relationship during the Cold War. Back then, the US adopted a generally neutral stance in its efforts not to antagonize the Cold War powers. The US should help steer the Zaireans into embracing a transitional democratic phase after Mobutu Sese Seko is ousted.
