A national drug expert is needed
Article Abstract:
Two retired military officers urge Pres Clinton and Congress to reestablish the Office of the Apothecary General. The Office was established by Congress in 1775 and discontinued by the Army in the early 19th century. They say that the Apothecary General would oversee drug use and abuse programs for the public, military and veterans. The General would give recommendations to the president and Congress and hold the same authority as the Surgeon General. A history of the Office of Apothecary is discussed.

Error is ruled out by military expert
Article Abstract:
A report by United Nations investigator Major-General Franklin van Kappen into the Israeli shelling of the UN compound at Qana, Lebanon, indicates that there is evidence of 11 detonations inside or directly above the compound and four very close to it. A number of witnesses reported seeing a remotely piloted vehicle (RPV) over the Qana area before, during and after the shelling. The report concludes that it is unlikely that the shelling as the result of technical or procedural errors.
