Peter Mandelson, who has decided to resign as UK Trade and Industry Secretary following revelations that he accepted a loan from Paymaster General Geoffrey Robinson, was a driving force behind the modernization of the Labour party. His rise to influence in the party was initially fuelled by former party leader Neil Kinnock, who supported his appointment by the National Executive Committee as director of communications in 1985. His ability to use the media to maximum advantage proved very valuable for his more senior colleagues. He was very influential behind the scenes in Prime Minister Tony Blair's campaign to gain the party leadership.

New UK Chief Secretary to the Treasury Stephen Byers has succeeded in gaining extensive support from people outside the Labour party while remaining in favour with those within it. He has developed the ability to speak with many voices, while never quite contradicting himself. He naturally promotes himself, but will have to practice discretion in his new role. His main task will be to deal with the detail of the Comprehensive Spending Review.
