Article Abstract:
The post-Cold War period has overstretched UN peacekeeping operations. Its June 1992 report 'Agenda for Peace' was optimistic but Secretary-General Boutros Boutros-Ghali's letter of Nov 30, 1992 about aiding Somalia referred to the lack of resources for the size and urgency of Somalia's needs. The UN Secretariat and Security Council are poorly equipped for dealing with internal conflicts. The US and the UN have anti-imperial inclinations and wish civil wars to be short-term, whereas they are usually long-term.

Professor Tony Tanner
Article Abstract:
English scholar Tony Tanner undertook National Service before matriculating at Jesus College, Cambridge, England. He gained a Harkness Fellowship, travelling to Berkeley, CA, in 1958. He returned to Cambridge in 1960 and took up a Fellowship at King's College, where he undertook a doctoral study of the Transcendentalists. He was Reader in American Literature between 1980 and 1989 and Professor of English and American Literature between 1989 and 1998.
