Alliance prepares its final offer

Representatives from Russia, the US and European Union are seeking a diplomatic solution to the conflict in Yugoslavia. Yugoslavia has accepted an outline peace plan, but details have yet to agreed on. There are two major obstacles to peace, and they are the number of troops that Serbia will be allowed to retain in Kosovo, Yugoslavia, and the composition of the peacekeeping force to be used in Kosovo. Yugoslav president, Slobodan Milosevic, argues that the peacekeeping force should be under the United Nations, while the alliance is seeking a force with Nato at its core.

KLA claim a breakthrough near border

The border between Kosovo, Yugoslavia, and Albania, was once peaceful, but has become the scene of conflict. The area near the town of Morini, Albania, has seen ground fighting and air raids. The Kosovo Liberation Army (KLA) is reportedly creating corridors into Kosovo, and the Albanian army appears to be helping, though it is officially not involved in the conflict. This action by the KLA could help the North Atlantic Treaty Organization (NATO) if ground troops from NATO are used in the region.

Serb paramilitaries cross border to kill refugees
Article Abstract:
Ethnic Albanians who have fled from Kosovo, Yugoslavia, to Montenegro are being attacked there by Serb paramilitary death squads. Montenegrin Deputy Prime Minister Dragisa Burzan has denounced these attacks as a crime against humanity, and has stated that he will insist that Serbia hands over the troops who carried out the attacks to be tried in Podgorica, Montenegro. There are also reports that Serb police and soldiers are ethnically cleansing villages on the Montenegrin border with Kosovo.
