Negotiations about the future of Northern Ireland and the UK's relationship with the European Union are the two key issues which could bring down the UK government. Prime minister John Major will lose his majority if he is abandoned by the Ulster Unionists, while relations with the European Union could also prompt further defections among MPs on the left wing of the Conservative party. It is possible that the Labour party will attempt to bring down the government shortly, but this move will probably fail.

The Labour party is determined to establish a tax policy which will appeal to ordinary people as it prepares for the next general election. It is emphasising that it will cut VAT and reduce income tax, thus ensuring that the Conservative party has no opportunity to portray it as the party of high taxation. Once the party's tax strategies have gained acceptance, it will then address the issue of how to convince higher-rate taxpayers to give it their support.
