The very tense nature of relations with Iraq will be a key issue at the summit meeting between President Bill Clinton and UK Prime Minister Tony Blair. Officials from both the UK and the US have been keen to emphasize the closeness of relations between Clinton and Blair, but this does not mean that points of difference will not arise during the summit. In particular, Blair is not as convinced as Clinton that existing United Nations Security Council resolutions give enough legal justification to undertake military action against Iraq.
