A 20-strong tenancy audit team was set up in 1991 by Bernard Crofton, head of the housing department in the east London borough of Hackney, to investigate reports of wide-reaching corruption in the borough. The team, made up of local authority officers from outside Hackney, attracted considerable hostility, especially as it named itself the Untouchables. Bernard Crofton has now been removed from his job, having been accused of racism and of making unsubstantiated accusations against a senior official.

Botnar spent 90,000 pounds sterling on Tory Savoy lunches

Russian entrepreneur Octav Botnar, a fugitive from British law, sponsored four Conservative Association fundraising lunches before Jul 1991. His company Nissan UK was raided by the Inland Revenue shortly before that, but the lunch was said to be sponsored by his company Automotive Financial Group Holdings. Botnar also donated 150,000 pounds sterling through the Channel Islands in the 1980s. Lord Parkinson and Lord Tebbit attempted to help Botnar when Nissan ended his exclusive dealership contract.
