UK Prime Minister Tony Blair believes that it is necessary to reform the welfare benefit system, which he sees as creating poverty and social division and producing excessive costs for taxpayers. He is now presenting a vision of a reformed welfare state within which opportunity and security are available to all. He also emphasizes that a reformed welfare state will be based on the principles set down by Lord Beveridge, founder of the modern welfare state in 1948. In addition, attention will be given to eliminating fraud and abuse, which is currently estimated to cost 4 billion pounds sterling a year.

The UK Labour party has been split over the decision by Prime Minister Tony Blair to push through a reduction in benefits for new lone-parent claimants from Apr 1998 of between 4.95 pounds sterling and 10.25 pounds sterling a week compared with current claimants. Some Labour MPs have stood firm in their opposition to this policy, while others have very reluctantly voted in favour of it, feeling that to vote against would be to the advantage of the Conservative party.

Labour delays Social Chapter for two years

UK Prime Minister Tony Blair is shortly to formally reverse former Prime Minister John Major's decision to opt out of the European Union's Social Chapter. However, the UK government has made a request for a two-year minimum transition period, during which companies will be able to prepare to create consultative works councils. This move will be welcomed by UK industry, but not by trade unions, which are very keen to see the early introduction of works councils.
