Britain's books: long overdue
Article Abstract:
The British Library scheme, which was first planned in the 1970s, has encountered many difficulties, and the building is not set to open until Nov 1997. The scheme has been characterised by misjudgements and mistakes, and has far exceeded its original budget. Incorrect building materials have been ordered, construction companies and workers have been able to exploit a flawed payment system and there has been no systematic quality control.
