Buying a Picasso? Do it in New York
Article Abstract:
A number of leading art and antique dealers in the UK are considering shifting their operations to New York following the introduction of heavy new taxes by the European Commission. Measures such as a planned 2% or 4% tax on proceeds to living artists or their heirs from 1998 are serving to deter purchasers and sellers of artworks from the London market who live outside the European Union, and dealers feel that they can tolerate this situation no longer. The New York market is very open in contrast to that of London, and is appearing increasingly attractive.

Art goes off the rails
Article Abstract:
An exhibition entitled 'Worth' is being staged by 50 young British artists underneath the former Midland Grand Hotel at St Pancras station in London, England. Exhibits include Sue Slater's 'The Forgotten,' which is a pair of tubular steel rocking chairs with rows of carpet slippers instead of upholstery, and a collection of old battered suitcases put together by Sue Milnthorpe, who is studying fine art practice at the London Guildhall University. These are intended to represent the days of leisured travel.
