CPS facing a crisis of confidence
Article Abstract:
Barbara Mills QC becomes head of the Crown Prosecution Service (CPS) on Apr 21 1992 and needs to improve its relationship with the police to resolve difficulties which led to the government advisory committee report that CPS lawyers might not present cases in higher courts. CPS was established in 1987 to take over prosecution work from the police. It now handles 1.6 million cases a year and employs about 2,000 lawyers. Defence solicitors accuse CPS of succumbing to police pressure and prosecuting weak cases but police tend to supply documents with less priority.

Life prisoner challenges 'expert' evidence
Article Abstract:
Paul Cleeland, 49, was convicted of murder in 1973, but says he is innocent and has applied for appeal five times. He states that the forensic science expert, John McCafferty, who gave evidence against him was unqualified. This would affect other cases where McCafferty gave evidence which helped convict prisoners. Lord Justice Neill and Mr Justice Rose hoped the case would be reconsidered when they heard the case in Jan 1992 because of evidence that it was possible Cleeland was affected by lead in the environment, not from a gun.

Poor fear high price of cuts in legal aid
Article Abstract:
Lord Chancellor Lord Mackay proposes changes to the legal aid system which would mean seven million people would no longer be entitled to free advice. Others would have to contribute more towards their costs. The annual legal aid budget increases by 1/3 every year. Many cases will simply not be brought as the costs would be unaffordable. Defendants in criminal cases are often unemployed but the authorities deny them legal aid if they are not facing jail. The Criminal Justice Act of Oct 1992 encourages community sentences.
