UK Prime Minister Tony Blair faces significant challenges as he seeks to develop coherent policies on Serbia and Northern Ireland. Some observers feel that there is a clear contradiction between his policy on Serbia, which involves bombing military installations, and his policy on Northern Ireland, where terrorists have been permitted to become involved in negotiations. Blair is very keen to ensure that the peace process in Northern Ireland does not lose momentum, and is aware that if he fails to conclude the process he will be accused of not being brave enough. In contrast, if he fails in Serbia he will be accused of lacking caution.

Those who are calling for justice, rather than war, in response to the terrorist attacks on the World Trade Centre and the Pentagon should be aware that it is first necessary to hunt down the suspects. A limited war in Afghanistan to track down those at the centre of the terrorist network is a necessary first stage in the process.

Why demand the endgame when the war's barely begun?

Those who oppose military action against Afghanistan can be regarded as guilty of avoiding a moral responsibility to eliminate terrorism. This does not mean that any form of military intervention is justifiable, and difficult questions must be addressed about which interventions are appropriate and when.
