There will be a number of sensitive issues to address at the European Union summit in Luxembourg. It is likely that agreement will be reached on inviting Slovenia, Estonia, Hungary, Poland and the Czech Republic to apply for European Union membership, with Denmark and Sweden dropping demands that all thee Baltic states be admitted to the European Union at the same pace. It will be necessary to treat eastern European countries which have not been selected to apply for membership in the first wave very diplomatically, making it clear that they are not being permanently excluded.

The initial reaction among European commissioners to the report in which fraud and cronyism in the European Commission are highlighted was to attempt to force former French Prime Minister Edith Cresson, commissioner for education and training, to resign. She is identified in the report as having hired her dentist in a fictitious capacity and deliberately misled fellow commissioners and the European Parliament over known fraud in the Leonardo youth training scheme. However, she refused to resign, so the mass resignation of all 20 commissioners became the only option.

There has been strong public interest in Belgium in the case of 20-year-old Nigerian woman Semira Adamu. She fled her native Nigeria after a forced polygamous marriage, and is now seeking asylum in Belgium. However, the authorities in Belgium, which has a very strict refugee detention and expulsion policy, are attempting to repatriate her. A citizens' group named 'Collective against Expulsions' has announced that it will seek to block all future expulsions.
