Chicago gets tough with its dunces
Article Abstract:
Chicago has carried out an experiment to improve its school system. The city took over control of the system from Illinois state, and appointed a new finance chief and chief executive. The schools' large deficit has become a surplus. Children were not permitted to move on to high school if they failed the eighth grade standard in 1996, but have had to study over the summer. This was extended to other groups in 1997. Children improved their performance once they became aware that they could fail. Morale has also improved with the improvement in finances which has allowed for more equipment to be provided.

Can a flawed system claim to offer parents added value?
Article Abstract:
There are serious problems with the UK government's methods for measuring value-added among secondary schools. The Dept for Education and Employment's measure will give only an approximate indication of value-added, and in the case of GCSE results will not show the progress of each pupil. It is now time to move to a system of detailed pupil-level data, as this would make it possible to monitor how the education system is performing on a national level.

Let the children speak
Article Abstract:
All children have a right to a good education, and children should therefore be more involved, along with parents and the community, in shaping the inspection process in UK schools. Ofsted, the inspection body, will now extend the use of surveys so that children can present their views.
