China seeks funds for fight against black rain

China produces and uses more coal - over one billion tons in 1991- than any other country, with out-of-date equipment and inefficient methods. A high level of sulphur dioxide and 'total suspended particles' in the air cause serious health problems and cause global warming. Although the average Chinese citizen uses about a tenth of the energy that an American uses, China gets two-thirds of its commercial energy from coal, compared to 19% in Europe. Li Peng, the Prime Minister will attend the Earth Summit but needs Western finance to introduce environmental controls, such as the co-operation achieved in the Montreal Protocol for the Protection of the Ozone Layer.

Article Abstract:
Oil-rich western Kazakhstan has become the focus for a conflict which has become known as the new 'Great Game,' part of a battle for profit and political advantage in this southern part of the former Soviet Union. The Russian government has ultimate control of flows of oil and gas from the region, and regards this as its most powerful weapon in the Commonwealth of Independent States. Foreign companies which are looking to establish a presence in the region, such as Chevron, must also deal with numerous local tensions.

Yang Shangkun
Article Abstract:
Revolutionary and politician Yang Shangkun joined the Communist cause in his late teens. He studied in Shanghai, China, and at the Sun Yat-sen University in Moscow, Russia, returning to China in 1931. He participated in the Long March, becoming a member of the party elite that was to dominate Chinese politics for many years to come. He was a member of the central committee between 1956 and 1966, and became President of the People's Republic of China in 1988.
