Article Abstract:

The UK government is planning legislation designed to reduce fraud in local government. This legislation will be based around a much stricter code of conduct which will include clearer responsibilities for councillors to declare personal interests. Anti-corruption moves are not directly linked with the government's policy of making councils more representative of their local populations, but it is likely that the legislation will have the effect of reducing the average age of councillors and boosting the proportion of ethnic minority candidates.
