Councils send in the bailiffs
Article Abstract:
UK local councils are showing an improved record for the collection of council tax and housing rents. Collection rates have risen to 96%, with each 1% improvement being worth 100 million pounds sterling to local government as a whole. The Audit Commission believes that collection rates can be improved even further by bringing forward the due date for council tax to Apr 1, encouraging more people to pay council tax by direct debit and sending reminders for overdue tax more quickly. All this should be achieved without any additional costs.

Airport 97: how local councils steered around financial disaster
Article Abstract:
It has become increasingly common in the UK for local councils to sell off their municipal airports. In many cases, they are negotiating deals which allow them to raise the funds required for redevelopment while retaining a minority stake. Luton council, for example, is set to offer a concession to a commercial operator to run Luton airport, with redevelopment being financed by the private partner. In contrast, Ipswich council is currently negotiating a full disposal of its airport.

A costly make-over for councils
Article Abstract:
The reorganisation of local authorities in England could lead to increased operating costs, as many of the new unitary authorities will not be large enough to benefit from advantages of scale. Additional funding will not meet the costs of reorganisation, and new unitary authorities will be expected to provide more for less. This will inevitably have an impact on the quality of services.
