UK Home Secretary David Blunkett has altered immigration rules under which Muslim students who trained as imams in the UK had to return to their home country and apply to return to the UK as a minister of religion. Under this system, imams from rural parts of Muslim countries who did not understand UK culture found it easier to enter the UK than those who had actually trained there.
