Dark age of the public park
Article Abstract:
The Landscape Institute and the Institute of Leisure and Amenity Management suggested to David Mellor, Secretary of State for National Heritage, that a national agency for the protection of urban parks should be formed. Royal parks are cared for by the Department of National Heritage under Robert Key. Local councils are responsible for public parks. No standards are defined for their care, discouraging positive park management. France, Spain and Germany have park improvement policies and the US finds a connection between crime, social problems and the state of public parks.

He was almost home when the nightmare began

Richard Broady was manager of the Thomas Cook bureau de change at the Newhaven, Sussex, England, car-ferry terminal when he was kidnapped from home and forced to hand over the contents of the office safe. The kidnappers threatened him with a gun and said they had his girlfriend. Employees in finance are trained for handling hold-ups but kidnap had not been considered likely in 1991. It has increased 70% in two years, as building security makes theft harder.
