Article Abstract:
David Owen was foreign secretary when he was 39 and one of the founders of the SDP, but in 1992 he has no suitably important job. He sits on the House of Lords cross benches. He discussed the option of the post of UN High Commissioner for Refugees but would prefer UN Secretary General. Hong Kong was a possibility he refused. He would have liked to manage the BBC but did not succeed. A courageous man with a high opinion of himself, he behaved cleverly over the Falklands War but the SDP did not receive credit as it was overshadowed by Mrs Thatcher's actions. Many people find David Owen fascinating as he is a sharp thinker but he is aggressive.

High Spirits, role models and a place in history
Article Abstract:
An exhibition in Chicago on black women who changed America, has prompted mentoring programmes for young women in the deprived areas of Chicago. The exhibition 'I Dream a World: Portraits of Black Women who Changed America' thought up by Amina Dickerson, has toured major cities, but Chicago is the first city to plan an initiative around it. Professional black women help the younger women tp look at issues in personal growth and self determination. It is hoped that having a deprived background will not mean that the young women will also have deprived adulthoods.

When a mother's place is in the home
Article Abstract:
Nottingham local health authority, UK has pioneered a post-natal community care service for severe post-natal illness. Treatment in hospital for postpartum psychosis means that mother and child are separated for months. Nottingham offers up to 8 hours a day of close home observation and support. Counselling and therapy aims to rebuild the mother's esteem and encourage the mother/child relationship. Home care is 4 times cheaper than hospitalisation but many authorites have been slow to adopt similar systems.
