Peter Lilley, secretary of state for social security, has adopted a number of different approaches to reducing welfare expenditure. He has make means-testing tougher, for example, as well as taking steps to reduce future numbers claiming and to encourage more people to return to work. His latest approach is to crack down on benefit fraud. Local authorities will receive incentives to tackle housing benefit fraud, and home visits will be reintroduced for new claimants.

The National Health Service (NHS) has been gradually moving out of continuing care for the elderly over the last 10 years. Long-term care is now being focused on private nursing homes, where patients must pay according to their means. A stricter dividing line between social and health care is now being established, and the costs of private nursing home care can now consume an elderly person's life savings and force the sale of his or her home.

The Labour government of 1945-1951 is best remembered for its work in creating the modern welfare state. Its work was based on the Beveridge report of 1942, which called for full employment, a national health service, family allowances and all-embracing social security. A loose consensus surrounded the welfare state for the next three decades, and it was not until the 1980s that serious attempts were made to restructure it.
