The value system of the residents of the Republic of Kiribati focuses on community and family life, according to the Open University Business School's Keith Dixon, who travelled there under the auspices of the UK Dept for International Development to set up an accounting and financial management education programme for the technical institute on South Tarawa, one of the republic's 33 coral atolls. He emphasizes that local people regard individual enterprise and private capital negatively. He felt that these people saw courses as collecting certificates, rather than gaining knowledge and skills.
