Setting: an old debate rejuvenated by New Labour rhetoric
Article Abstract:
Many head teachers in the UK favour a return to teaching children in groups reflecting their abilities, rather than mixed-ability teaching. It seems that this approach is also preferred by parents, especially those of more able children. The government's White Paper indicates that setting should be the standard approach in secondary schools, but this issue is still attracting considerable controversy. Some observers believe that attention should now focus on showing how any type of pupil grouping works.

The cost of getting people back to work
Article Abstract:
The key difficulty with the UK government's welfare-to-work programme is that many people may not feel attracted to employment which offers them only slightly more money than unemployment benefits. If the government is willing to pay the unemployed a reasonable amount in benefits, then people who have low earning power will not be encouraged to find employment. It is clear that poverty can be relieved relatively inexpensively, but that eliminating the poverty trap would be extremely expensive.
