Institute warns on nuclear shipments

The Nuclear Control Institute, at the annual meeting of the International Atomic Energy Agency, has warned of major legal loopholes that leave coastal nations open to environmental damage from nuclear shipments that pass close to their coast. It said that the shipments themselves violate the fundamental norms of international law by putting at risk countries which receive no benefit from the shipments. The Institute said that agreements were not in place for salvage responsibilities, liability for damages, consultation to decide on the best routes and advance notification. It called for the speedy introduction of a convention for the safe transportation of radioactive material.

It is vital to gather evidence that rising levels of greenhouse gas emissions actually do lead to a rise in global warming, according to Tom Wigley, a scientist at the US National Center for Atmospheric Research in Boulder, CO. He believes that it is appropriate to take a cautious approach to setting targets for reducing emissions of carbon dioxide, a view which is not shared by UK Deputy Prime Minister John Prescott. Wigley feels that setting tough targets, as Prescott has sought to, could simply make politicians and industry more opposed to change.

Britain calls for US action on climate
Article Abstract:
The response of some developed countries to the need to take action on climate change has been very disappointing. The US government will have to work very hard to overcome doubts within Congress about the need to reduce emissions of greenhouse gases, while Australia is even considering increasing emissions. This stance is unacceptable, especially given Australia's location. Some small South Pacific islands are already having to face the reality that climate change is threatening their very existence.
